Richard “Dick” Kearns, 80, of Bethlehem, N.H., passed away Aug. 15, 2021. Richard was the son of the late Francis J. and Alice (Valois) Kearns of Woonsocket. He was the brother of the late John F. "Jack" Kearns. He is survived by two daughters.
Richard was a graduate of Georgetown University and Georgetown Law. He was a former Woonsocket Assistant City Solicitor and a State Representative. Richard served as Chief Legal Counsel, Chief of Staff, and head of the Joint Committee on Legislative Services for the Rhode Island House of Representatives. In later years, Richard served as the Director of Administration for the City of Woonsocket. Private burial will be held at St. Paul’s Cemetery in Blackstone, Mass.
